Dr. Adam originally started his public service career with the Borno State Government. In 2002, he formally transferred his service to the Federal Capital Territory Administration (FCTA).
Departmental Roles: Over the last two decades, he rose through the ranks by serving across several strategic arms of the FCT, including:
- The Department of Parks and Recreation
- The Abuja Environmental Protection Board (AEPB)
- The Department of Economic Planning, Research and Statistics
Director of DOAS: Prior to his elevation to Permanent Secretary, he was well-known as the substantive Director of the Department of Outdoor Advertising and Signage (DOAS), where he managed revenue structures and regulatory compliance for signage across the FCT.
Pioneer Permanent Secretary (HSES): In March 2024, following reforms by the FCT Minister Ezenwo, Nyesom Wike CON, and the establishment of the FCTA Civil Service Commission, Dr. Adam was appointed as the first-ever Permanent Secretary of the newly structured Health Services and Environment Secretariat.
Notable Initiatives & Recent Retirement
Health Policies: Working alongside the Mandate Secretary (Dr. Adedolapo Fasawe), his tenure focused on resuscitating the long-moribund Drug Revolving Fund (DRF), expanding universal health coverage, and driving free healthcare initiatives for vulnerable groups and pregnant women in the FCT.
Recent Retirement (March 04, 2026): After 35 years of total meritorious public service, Dr. Babagana Adam formally bowed out and retired from the FCTA civil service. A formal send-off ceremony was held for him in Abuja to honor his career and his role in establishing the administrative framework of the HSES.
